深圳市区级疾控机构应急队伍人力素质现状评价

Human resource quality of emergency professionals in district-level CDCs of Shenzhen

    目的 调查分析深圳市区级疾控机构突发公共卫生事件的应急队伍人力素质现状及存在问题, 为制定科学规范的应急管理机制提供客观依据。
    方法 对深圳市10家区级疾控机构的应急队员进行调查, 并按原特区内和原特区外的人力资源分布进行分析。
    结果 10家区级疾控机构中, 原特区内机构4家, 原特区外机构6家, 共调查应急队伍人员325人。原特区内每万人配有0.96名预防医师, 原特区外每万人配有0.73名预防医师, 原特区内机构应急人员在人员编制、职称、学历、专业构成以及人均从事应急工作时间上, 均优于原特区外机构, 差异有统计学意义(P < 0.05)。原特区内机构人力素质综合评分平均10.56分, 标化值为0.65, 高于原特区外机构评分(平均9.36分, 标化值为0.58)。
    结论 深圳市区级疾控机构突发公共卫生事件应急队伍总体建设尚可, 但能力建设尚需加强; 应加大对原特区外机构的支持力度。

     

    Abstract:
    Objective To understand the human resource quality and the weakness of public health emergency teams in district-level CDCs of Shenzhen city, in order to provide decision-making basis for establishment of the emergency management system.
    Methods Totally 325 members of emergency teams in 10 district-level CDCs of Shenzhen City were surveyed and the human resource quality was evaluated based on all population in Shenzhen.
    Results There were 10 district-level centers for disease control and prevention in Shenzhen, among which 4 were located in the special zone and 6 in the non-special zone. There were 0.96 public health physician per ten thousand population in special zone and 0.73 in non-special zone. The number of authorized personnel, the senior professional title, the education level and working-time on emergency preparation of emergency teams in the special zone were prior to that in non-special zone (P < 0.05). The average of comprehensive score of human resource quality in special zone was 10.56 (standardized value, 0.65), which was higher than that in the non-special zone (the average of score 9.36, and the standardized value 0.58).
    Conclusion The emergency teams in district-level CDCs of Shenzhen have been already established, but the capacity building should be improved and more work needs to be done in the non-special zone.
