2016年典型危化品事故统计分析与防控对策建议

Characteristics of typical hazardous chemical accidents in China in 2016 and discussion on countermeasures

  • 摘要: 基于2016年我国发生的27起典型的危险化学品事故, 从事故发生时间、发生地域、事故类型、危化品种类、发生环节、事故原因等六个方面分析事故的致因、特点以及规律, 可以发现:2016年危化品事故仍频发不断, 威胁与危害仍然很大; 4-7月是危化品事故高发时期; 石油和化工产业大省是危化品事故高发地域; 火灾、爆炸与中毒是危化品事故防范中的"头三号公敌"; 气体类、爆炸品与易燃液体是危化品事故的重点防控对象, 非易燃无毒气体也不容忽视; 管理上的漏洞、错位与失当是诱发与加剧危化品事故的"元凶"。根据统计结果与归因分析, 提出了预防和减少危化品事故的对策建议:加强企业的安全管理, 完善危化品事故应急体系, 落实危化品企业安全生产责任, 普及危化品安全防护基础知识。

     

    Abstract: The characterization of 27 typical hazardous chemical accidents happened in China in 2016 were summarised, including occurring time, occurring regions, accident types, hazardous chemical categories and accident occurring stages, etc. The results showed that the hazardous chemical accidents were still frequent and the threats were still large in 2016. The peak time was during April to July and risky area was where petrochemical industries located. Fire, explosion and poisoning were main types of accident; gas, explosives and flammable liquid must be controlled critically, while non-flammable nontoxic gas could not be ignored. The loopholes, misplacement and improper behaviors in management were the "culprits" to induce and aggravate the accidents. To control such accidents, we must strengthen the safety management of enterprises, improve the emergency response system for hazardous chemicals, implement the responsibility for safety production of hazardous chemicals enterprises, and popularize the basic knowledge of safety and protection of hazardous chemicals.
