Abstract: To effectively solve the less operability of emergency plan, deficient emergency resource and unappropriated risk education in natural disaster emergency management system in urban China, the good experience of regional disaster reduction plan in King County of US was introduced as the reference, which including the content of regional disaster reduction plan, the technological process and the characteristic analysis in-depth. The thinking on natural disaster emergency management system in urban China, such as formulation, assessment and update of emergency plan, the operation of emergency funds, the risk education, and organization or coordination, were present, in order to ensure social stability and protect people's lives and property.
