职业卫生服务机构专业人员对噪声工程控制措施的认识

Understanding status of professionals in occupational health service agencies towards noise engineering control

  • 摘要:
    目的 分析推广工程技术控制生产性噪声的影响因素, 为噪声工程控制措施的制定提供参考。
    方法 对云南省15家职业卫生技术服务机构进行现况调查, 并对机构内313名职业卫生专业人员进行问卷调查, 定性、定量分析推广噪声工程控制技术的影响因素。
    结果 15家机构噪声检测设备配置均符合安监相关文件的最低配置要求, 但仅3家机构配置了频谱分析仪。回收问卷307份, 医学专业人员占53.1%(163/307), 理工科类占21.2%(65/307)。噪声工程控制知识知晓率仅36.8%(113/307), 75.2%(231/307)的调查对象认为有必要开展噪声工程控制。logistic回归分析结果显示:从事职业病防治工龄越长、工程控制知识掌握越多, 越要求应用噪声工程控制技术(OR=4.528、5.010, P < 0.05);对市场需求判断中, 认为没有市场需求的, 倾向于认为没有必要应用噪声工程控制技术(OR=0.161, P < 0.05);越认为市场需求大, 就越要求应用噪声工程控制技术(OR=2.657、4.353, P < 0.05);认为法规没有强制要求的, 倾向于认为没有必要应用噪声工程控制技术(OR=0.373, P < 0.05);认为法规已规定需要开展的, 倾向于要求应用噪声工程控制技术(OR=3.723, P < 0.05)。
    结论 要推广工程技术控制生产性噪声, 就必须提高职业卫生工作者的专业素质和风险意识, 积累相关经验与知识, 正确认识市场需求, 同时完善噪声工程控制应用的法规要求; 减少服务机构与用人单位在工程控制上的认识误区, 合理探索生产性噪声工程控制的实用技术。

     

    Abstract:
    Objective To investigate how the professionals in occupational health service agencies understand the industrial noise engineering control technology, and to promote the implement of noise engineering control measures in the industries.
    Methods Totally 15 occupational health service institutions in Yunnan were studied, and 313 professionals in these agencies were surveyed with questionnaire.
    Results These institutions equipped the noise monitoring equipment basically according to the requirement by the SAWS but only 3 institutions owned noise spectrum analyzers. A total of 307 questionnaires were collected. Among these subjects, 53.1% (163/307)were medical professionals and 21.2%(65/307)were professionals in science and engineering. Only 36.8%(113/307)professionals knew very well about the noise engineering control measures. We also found that 75.2% (231/307) professionals believed that it was necessary to carry out noise engineering control in priority. The logistic regression analysis showed that the experienced professionals (with longer employed time) and those who mastered more knowledge of engineering control advised more application of noise engineering control technology in the industries (OR=4.528, 5.010, P < 0.05). The judgment of market demand of professionals affected their thinking on noise engineering control technology:less market demand brought less requirement of noise engineering control technology(OR=0.161, P < 0.05), more market demand brought more requirement(OR=2.657, 4.353, P < 0.05). Moreover, the logistic regression analysis showed a greater likelihood for professionals who believed the regulations have stipulated implement of noise engineering control measures in the industries to advise more application of the technology(OR=3.723, P < 0.05), and those who didn't believed to advise less application of the technology(OR=0.373, P < 0.05).
    Conclusion In order to promote the implement of industrial noise engineering control technology, it is necessary to improve the professionals' experience and knowledge on noise engineering control measures. The professionals' misunderstanding of engineering control must be reduced and the practical technology of noise engineering control should be explored reasonably. At the same time, the laws and regulations on requirements of noise engineering control technology should be perfected.
