我国核事故应急能力评价研究综述

Evaluation of emergency response capability against nuclear accidents in China

  • 摘要: 核事故无国界, 核应急无小事, 核事故应急管理是核电站安全运行的坚实后盾。为确保核安全, 配合做好核应急工作, 对国内关于核事故应急能力及其评价的研究文献进行了梳理, 在对核事故的概念和定级进行概述的基础上, 分析了我国核事故应急组织体系、核事故应急响应指挥和协调机制等的现状, 探讨了核事故应急组织应急管理能力的构成及其评价方法, 提出了分级探讨核应急能力及其评价方法的必要性和迫切性。

     

    Abstract: Nuclear accidents respect no borders and nuclear emergency rescue is vital for our life. The emergency management for nuclear accident provide the solid backing for the safety operation of nuclear power plant. In this article, all literatures on the emergency response capability against nuclear accidents in China were collected. The concepts and classification of nuclear accidents were firstly clarified and then the nuclear accident emergency system and its coordination mechanism were summarized. The elements of nuclear accident emergency management ability and related evaluation measures were discussed. It is of necessity and urgency to take the hierarchical management system in the capacity building of nuclear accident emergency rescue.
