Construction and evaluation of digital multidimensional emergency planning system against work safety accidents in provincial-level coal mines

  • The laws, regulations and standards on emergency planning in coal mines and actual status in China were reviewed. In view of the existing problems, firstly, the digital multidimensional emergency planning system was established, in which the idea of full-coverage, namely "the horizontal to the edge and the vertical to the bottom ", was imported. Secondly, the research on establishment of flowchart and linkage mechanism were carried out based on this digital plan. Thirdly, the closed -loop management was developed based on the "prepare -implement -drill-evaluation-improvement" of this digit plan. Then, the evaluation system of this digit planning was designed and the outline of review report was given, for example, taking the typical work safety risk management system in a provincial-level coal mine. Finally, the demonstration application of this system was implement in the typical coal mines and contracted rescue teams. In conclusion, the digital multidimensional emergency planning system against work safety accidents for provincial-level coal mines was established.
